Controller

The Office of the Controller is an autonomous office of City government headed by the City Controller, an independently elected official. The services of this office include financial and operational audits and investigations in order to identify and deter waste and fraud. In addition, the office reviews policies and procedures and analyzes financial information in order to recommend revenue enhancements and cost savings to the Administration and/or City Council.
 

Mission of the Office of the City Controller

To provide professional, independent oversight and monitoring of the City’s financial operations as a fiduciary agent of the taxpayers.
 

Duties and Responsibilities

The Office of the Controller is an autonomous office of the City government headed by the City Controller, an independently elected official. This office is responsible for the review and approval of all expenditures and obligations of the City of Bethlehem.

Performing the internal audit function requires that all purchase orders, warrants, contracts and agreements be reviewed for compliance with the Third Class City Code, other state laws, City of Bethlehem administrative policies and City ordinances. The signature of the controller is a legal requirement on all of the aforementioned documents.

Our office is pleased to announce the activation of a hotline for the City of Bethlehem. This hotline will be for all tips from employees and residents of the city, as well as any other interested parties concerned with the efficiency and effectiveness of the city government. All calls will be recorded and audio archived for future reference and follow-up. While calls can be anonymous, the caller may leave his or her name and phone number if he or she wishes.

The Hotline phone number is 610-865-7266. For added security the line is outside of the city’s general phone system and goes directly to the Controller’s Office. All employees and concerned individuals are invited to help make Bethlehem a better city.
