PUBLIC COMMENT INSTRUCTIONS – MAY 5, 2020 BETHLEHEM CITY COUNCIL MEETING
·         NOTE:  The remote public comment procedures have changed since the last Council meeting.
·         During the COVID-19 public health emergency, Bethlehem City Council will temporarily allow public comment by phone during Council meetings. At the May 5, 2020 Council meeting, the City Council President will call individuals who have signed up, via the email process below, to speak at the meeting by phone.
 
EMAIL SIGNUP TO MAKE PUBLIC COMMENTS – SIGNUP DEADLINE IS 2:00 PM, TUESDAY, MAY 5, 2020
·         If you want to make public comments at the May 5, 2020 Council meeting, please sign up to speak with the City Clerk’s Office prior to the meeting.
·         If you want to speak at the Council meeting, please email cityclerk@bethlehem-pa.gov the following information no later than Tuesday, May 5, 2020, by 2:00 PM. Information to submit to City Clerk via email: (a) Full name; (b) Street address; (c) Phone number where you can be reached during the meeting; and (d) Topic of your public comment.
·         The normal five (5) minute time limits applicable to all public comments at Bethlehem City Council meetings will apply to any public comments provided by phone.
 
IF YOU SIGNED UP BY EMAIL TO SPEAK, THE CITY COUNCIL PRESIDENT WILL CALL YOU DURING THE APPLICABLE PUBLIC COMMENT PERIOD FROM PHONE NUMBER: (610) 997-7963
·         Close to the beginning of the meeting, which you can watch on YouTube on the “City of Bethlehem Council” YouTube channel (website address above), the City Council President will announce that the public comment periods will begin.
·         At the start of the applicable comment period, the Council President will read the names of those signed up to make public comments during that comment period. Note, the first public comment period is reserved for subjects not being voted on at this City Council meeting. The second public comment period is reserved for subjects being voted on at this City Council meeting.
·         If you emailed the City Clerk’s office (cityclerk@bethlehem-pa.gov) that you would like to make public comments at the meeting, the City Council President will call you at the phone number that you provided in your email signup during the applicable public comment period (either the first or second comment period).
·         When you are up to speak, your name will appear in the YouTube chat bar to the right of your computer screen. The City Council President will then call you from the following phone number: (610) 997-7963. Please have your phone ready to accept the call.
·         As soon as you receive the call from the Council president (from 610-997-7963), please turn off all speakers, computer speakers, televisions, or radios. At the start of your call, please state your name and address.
·         Because your computer speakers will be off, you will not be able to hear your voice over YouTube. However, you can tell that you are being heard because your name will be listed in the YouTube chat bar which will appear at the right of your computer screen.
 
AFTER ALL PREVIOUSLY SIGNED UP SPEAKERS TALK, THE COUNCIL PRESIDENT WILL ASK WHETHER ANYONE ELSE WOULD LIKE TO MAKE COMMENTS. IF YOU WOULD LIKE TO MAKE COMMENTS AT THAT TIME, CALL THE CITY COUNCIL COMMENT LINE AT (610) 997-7963.
·         If you call the public comment phone number (610-997-7963) and the line is busy, please call back when the current public speaker is finished.  Calls to the public comment phone number will only be accepted during the two designated public comment periods at this meeting.  
·         Before you call the Public Comment Phone Number (610-997-7963), please turn off all speakers, computer speakers, televisions, or radios. At the start of your call, please state your name and address.
