High School diploma or G.E.D.; valid driver’s license; three (3) years’ experience in municipal government or utility setting; minimum of two (2) years of supervisory experience; or any equivalent combination of education, experience, and training which provides the required knowledge, skill and ability.  If not already certified, must obtain PA DEP Certification in both Water Distribution and Wastewater Collection systems within four (4) years of hire date and maintain a valid certification thereafter.

NATURE OF WORK PERFORMED
This position is responsible for managing preventative maintenance operations for the water distribution and sanitary sewer collection systems, which involves scheduling and overseeing work of multiple work crews. Work is performed independently in accordance with directives issued by the Superintendent of Utility Maintenance and department goals and objectives.        
 
EXAMPLES OF WORK PERFORMED
Participates in selecting, orienting and training, coaching and counseling employees; ensures safe, efficient operation of the water distribution and wastewater collection systems in accordance with state and federal regulations; plans and supervises all preventive and predictive maintenance activities of the water distribution and wastewater collection systems utilizing historic and current data as well as BMP’s to achieve optimal results; coordinates and schedules CCTV inspections and determines appropriate corrective action based on inspection results; coordinates and schedules excavations for repair and/or replacement of water and sewer infrastructure; assists in preparation of operating and capital budgets; contributes to development of Bureau goals and objectives; participate in strategic planning for infrastructure and equipment upgrades; procures supplies and equipment to ensure continuous operation of the water and wastewater systems.                                     
 
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Strong leadership skills and proven ability to supervise work of Union employees; experience in planning and developing a utility preventative and predictive maintenance program; strong organization and time management; working knowledge of operation and maintenance principles and equipment used to maintain and repair drinking water distribution and wastewater collection systems; thorough knowledge of workplace safety rules and state/federal drinking water/wastewater regulations; strong ability to read and understand plans, schematics and equipment documentation; proficient use of computers and software related to scheduling, CMMS, predictive maintenance, etc; good knowledge of engineering and hydraulic principles related to water and wastewater systems; excellent written and verbal communication, problem solving and conflict resolution skills; ability to establish and maintain effective working relationships with peers, subordinates, other agencies and the general public.

MINIMUM QUALIFICATIONS
Completion of a standard high school required, college and/or advance level courses in construction, Auto CAD and Civil Engineering preferred; minimum of one year of experience in construction, concrete, asphalt and utility construction; valid driver’s license; or equivalent experience which provides the required knowledge, skills and abilities.

This position is responsible for engineering duties including surveying, inspecting construction projects, and assisting in construction project management.
EXAMPLES OF WORK PERFORMED

Assist in preparation of construction plans and specifications; performs sidewalk and curb inspections and associated reporting and filing; assist Chief of Survey; creates reports, keeps records, and prepares as-built drawings; inspects Public Works construction projects; inspects construction in the right of way including curb, sidewalk, driveway and sewer connections; assists in the administration of Engineering Bureau permits using Community Plus; collects sewer meter data, utilizing special computer hardware and software.
