Building Commercial Certificate of Occupancy (BCCO)

A Building Commercial Certificate of Occupancy (BCCO) and a Business Mercantile License are required for all operating and new businesses within the City of Bethlehem.

To obtain a Building Commercial Certificate of Occupancy you must complete the required application and submit it with (2) copies of a floor plan, a site plan and the required fees as noted on the bottom of the application.
For a facility proposing to serve food or food products, a Health Review is required.  The application for Food Service Facility Plan Review must be submitted along with a floor plan, intended menu, a list of proposed equipment and the required fee as noted on the form.

To obtain a Business Mercantile License complete the Business Registration/Mercantile License application and submit it with the $25.00 fee.

All of the applications must be submitted all at once to the City of Bethlehem Code Enforcement Department.  All forms can be obtained by visiting the City of Bethlehem Code Enforcement Department located at 10 East Church St, Bethlehem, PA 18018 or from the City of Bethlehem website.
