BUSINESS, RECRUITMENT, RETENTION & EXPANSION MANAGER

The City of Bethlehem is seeking a highly motivated, outgoing and experienced professional to join our Community & Economic Development Department. This individual will be responsible for helping to recruit companies to the City of Bethlehem by promoting the City to CEOs, entrepreneurs, real estate consultants, and site selection consultants through trade shows, phone calls and face to face meetings, and managing the projects through the entire selection process. More specifically, this individual will:

  • Support City and regional efforts to generate multiple leads and prospects to create new economic opportunities, capital investments and start-up companies
  • Create a City-wide Business Retention program particularly focused on our Downtown Business Districts;
  • Design and participate in sales calls and appointments;
  • Manage projects for site selection;
  • Manage Keystone Innovation Zone program;
  • Work with City Marketing Coordinator to develop and articulate a clear marketing plan with the City for cooperation with all entities;
  • Participate in business initiatives and help manage City incentive programs in conjunction with the Economic & Development Administrator.

Minimum requirements include:

  • •Bachelor’s degree in Business Economics or related field preferred, Master’s a plus, or equivalent professional experience;
  • Ability to collaborate and work in a team environment to accomplish goals;
  • Proven ability to work independently and multi-task;
  • Excellent verbal and written communications skills;
  • Professional demeanor and strong interpersonal skills, including ability to work with the public.

CITY OF BETHLEHEM – Wastewater Treatment Plant

OPERATIONS SUPERVISOR ($47,000 - $67,000)

• Responsible for the efficient and professional operation of the Wastewater Treatment Plant to meet NPDES Permit and other requirements. The WWTP is a 20 MGD activated sludge plant with anaerobic digestion, gravity belt thickener, centrifuge, and chlorination. Includes monitoring and control via a plant SCADA system. The employee is responsible to initiate, halt or modify the treatment processes or methods and direct the operations with regard to wastewater and sludge quality. This position reports directly to the Superintendent of Wastewater Treatment and ultimately the Director of Water and Sewer Resources.

• Thorough knowledge and experience in modern activated sludge wastewater treatment plant principles and operating practices. A minimum of five years of activated sludge and two years of supervisory experience required. Possession of a Pennsylvania Department of Environmental Resources Wastewater Operator Class A Type 1 certificate or equivalency from another state. The ability to secure a certification within three years.

PLANT ASSISTANT OPERATOR ($38,000 - $54,000)

• Performs in-plant sampling, performs routine tasks in the operation of a wastewater treatment plant; does related work as required. Working hours varied to best suit the needs of the Wastewater Treatment Plant. Includes weekend, holiday, shift work and overtime hours. Routine but responsible plant operation work. Work is performed in accordance with procedures outlined by the Operations Supervisor. Ability and willingness to complete the studies to qualify for the Certificate specified for Operator II. Operator shall possess, at a minimum, a PADEP Wastewater System Operator Certification, Class “A”, Sub-Classification “1” (Activated Sludge) or ability to obtain certification within three years.
