The City of Bethlehem is seeking a highly motivated, outgoing and experienced professional to join our Community & Economic Development Department. This individual has basic responsibility to insure that federal and state funds are administered within the parameters specified by the federal or state government and are in compliance with all applicable laws and regulations mandated by the various programs. The C&ED Planner receives supervision and performs duties in accordance with policies established by the Director of C&ED. More specifically, this individual will:

  • Plan departmental activities related to Community Development and Housing
  • Assist the Director of Community & Economic Development in planning and developing the City’s annual CDBG and HOME application, program amendments and performance report
  • Assist the Director of C&ED in researching and preparing applications for grant assistance
  • Assist the Director of Planning and Zoning with City demographic statistics and activities with U.S. Bureau of the Census, and Pennsylvania Department of C&ED
  • Assist the Director of Planning and Zoning in the development and implementation of neighborhood planning efforts.

Minimum requirements include:

  • Bachelor’s degree in Planning, Public Administration or a related field with a minimum of three years of professional experience in the areas of Planning, Housing and Community Development preferred; a Master’s degree in Planning or related field may be substituted for experience
  • Comprehensive knowledge of Housing and Community Development and Urban Planning practices
  • Ability to analyze and interpret statistical information and data, understanding of accounting principles and their application
  • Ability to collaborate and work in a team environment to accomplish goals
  • Proven ability to work independently and multi-task
  • Excellent verbal and written communications skills
  • Professional demeanor and strong interpersonal skills, including ability to work with public agencies, private groups, and the general public.
