The City of Bethlehem's Tax Bureau is the contracted collector
for the Borough of Freemansburg's Earned Income Tax. In addition,
the Tax Bureau also collects Business Privilege and Mercantile
Tax and the Local Services Tax.
Taxpayers and employers can be assured that all of the information
received by the City of Bethlehem's Tax Bureau is strictly
confidential and can only be used for the official business
of the Tax Bureau. By providing earnings information to the
Tax Bureau we can ensure that you receive the proper mailings
of tax forms and that all tax withheld from your wages comes
back to your community.

About
City Taxes
The following is a short description of the various taxes
administered by the City of Bethlehem's Tax Bureau:
The Earned
Income Tax (EIT) is a 1% income tax that is assessed
on the gross earnings of residents and non-residents and net
profits of residents. Most Pennsylvania employers withhold this
tax and list it as the "CITY TAX" or "LOCAL TAX" on an employee's
pay stub or W-2 form. Pennsylvania Residents who are self-employed
or whose employer does not withhold the tax are required to
pay the tax themselves. If you are self-employed we can establish
estimated tax payment plans so that you are not faced with a
large tax liability at the end of the year.

Local Services Tax
Pennsylvania legislation was enacted into law on December 1,
2004 (PA Act 222 of 2004) that changed the Occupational Privilege
Tax (OPT) to an "Emergency and Municipal Services Tax"
(EMST) and changed the maximum rate of the tax from $10.00
to $52.00. Effective 1/1/08 the EMST is known as the LST with
different withholding requirements. To read more and find detailed

The
Business Privilege and Mercantile Tax is
assessed on the gross receipts of all businesses located within
the City of Bethlehem. The tax is levied at 1.5 mils on retail
sales, service and rentals ($1.50 per $1,000.00 of business)
and at 1 (one) mil on wholesale sales ($1.00 per $1,000.00 of
business).
A Business Privilege License is required by all businesses
wishing to do business within the City of Bethlehem. The annual
license fee is $25.00 and the license period runs from May
1st through April 30th of the following year.
Tax Forms
For your convenience, the Tax Forms can be downloaded from
this web site and/or printed. The completed forms can be mailed
to the appropriate department at City Hall, 10 East Church
Street, Bethlehem, PA 18018. Currently you cannot file these
forms electronically.
