Amusement Tax

Effective February 5, 2013, the City of Bethlehem imposes a 5% Amusement Tax on the price of admission to all amusements conducted in the City of Bethlehem, unless otherwise exempted under Article 304 of the Codified Ordinances of the City of Bethlehem. “Amusement” is denied any manner or form of entertainment within the City of Bethlehem, including, but not limited to, the following: circuses, shows, concerts, lectures, sports events, amusement parks, athletic contests, auto races, and any other form of diversion, sport, pastime or recreation, for which admission is charged or paid

2014 CITY OF BETHLEHEM REAL ESTATE TAX BILLS

The City of Bethlehem mailed more than 22,500 City Real Estate Tax bills to the City property owners on January 2, 2014.

A 2% discount is granted to taxpayers who pay their bills by March 28, 2014. The base tax amount is due from March 29, 2014 to May 30, 2014. After May 30, 2014, a 10% penalty is in effect.

A 4 installment payment plan is also available with installment due dates of:

  • February 10, 2014
  • April 07, 2014
  • June 02, 2014
  • August 04, 2014

The First Installment Payment must be postmarked on or before the due date. The First Installment Payment will not be accepted after the due date.

2014 City Tax Payments will not be accepted after December 31, 2014.

For your convenience, payment of this tax bill will be accepted at the:

Hours: 8:00am to 4:30 pm. – Monday to Friday.

Drop Box payments may be made 24 hours a day by placing the bill and check in drop box located in front of City Hall.

Property owners whose taxes are paid by a mortgage company or bank should forward the bills to the institution as soon as possible.

Any property owners not receiving a bill should contact the Tax Bureau at 610-865-7022.

All property taxes unpaid as of December 31, 2014 will be turned over to:

Please note that Pennsylvania tax collection laws state that taxpayers are not relieved from payment of real estate taxes for failure to receive a tax bill.

The City of Bethlehem’s Tax Bureau is the contracted collector for the Borough of Freemansburg’s Earned Income Tax. The City of Bethlehem’s Tax Bureau will continue administer the Earned Income and Local Services Tax for the City and Earned Income Tax for the Borough of Freemansburg the remainder of 2010. All residents of the City of Bethlehem and Borough of Freemansburg shall file their 2010 Final Individual Earned Income Tax return (Form 531) with this office. Commencing 2011 the new collector for the City of Bethlehem’s Earned Income and Local Services Tax, as well as the Borough of Freemansburg’s Earned Income Tax will be:

About City Taxes

The following is a short description of the various taxes administered by the City of Bethlehem's Tax Bureau:


The Earned Income Tax (EIT) is a 1% income tax that is assessed on the gross earnings of residents and non-residents and net profits of residents. Most Pennsylvania employers withhold this tax and list it as the "CITY TAX" or "LOCAL TAX" on an employee's pay stub or W-2 form. Pennsylvania Residents who are self-employed or whose employer does not withhold the tax are required to pay the tax themselves. If you are self-employed we can establish estimated tax payment plans so that you are not faced with a large tax liability at the end of the year.

Local Services Tax
Pennsylvania legislation was enacted into law on December 1, 2004 (PA Act 222 of 2004) that changed the Occupational Privilege Tax (OPT) to an "Emergency and Municipal Services Tax" (EMST) and changed the maximum rate of the tax from $10.00 to $52.00. Effective 1/1/08 the EMST is known as the LST with different withholding requirements. To read more and find detailed employer instructions for the new LST please read the following documents.

The Business Privilege and Mercantile Tax is assessed on the gross receipts of all businesses located within the City of Bethlehem. The tax is levied at 1.5 mils on retail sales, service and rentals ($1.50 per $1,000.00 of business) and at 1 (one) mil on wholesale sales ($1.00 per $1,000.00 of business).

A Business Privilege License is required by all businesses wishing to do business within the City of Bethlehem. The annual license fee is $25.00 and the license period runs from May 1st through April 30th of the following year.

The completed forms can be mailed to the appropriate department at City Hall, 10 East Church Street, Bethlehem, PA 18018. Note that the Business Privilege Tax and License must be filed with Tri-State Financial Group.
